Occupation/ Work: Insurance

Yo I work daily in the highly complex and diverse insurance claims profession for 30 years.   The majority of that time has been spent as a Regional Manager or Senior Litigation Specialist covering East Tennessee to all counties in the State. It is a constantly evolving environment in which the best experts in the private sector are continually training me.  This training entails all levels of management from personnel, physical plant locations and transportation, complex legal and contract issues, ability to deal with both staff and independent contractors to name a few.   I have been trained to resolve conflicts by mediation and arbitration. Literally, I have handled hundreds of them and the total dollar amount has been in the millions.

About Phil...

I have lived in the Carter Community of East Knox County all my 54 years.   I am married to my wife, formerly Cindy Blake, for over 30 years.   We have 3 children of which two are married and the third will be married this year.   We have been blessed with 3 grandchildren. I have already described the work that I have held the last 30 years.   I have been involved in community service for over 25 years.   I have been involved with Junior Pro or Upward basketball for 28 years and a current coach.   I helped in the complete renovation of Carter Pool to one of the finest in the area.   I belong to many business, service and professional organizations.   I was selected by Thomas Schumpert to serve on the Board of Directors of 911 for 9 years beginning in 1996.   It was an unpaid position and I was one of the longest serving citizen representatives in its history.   The citizens of District 8 drafted me to run for County Commission in 2006 in which I won. I was fortunate and with great respect able to defeat a commissioner and whose father had held that seat for 40 years.   I attend and I am a member of Lyons Creek Baptist Church.  


Three Reasons to Vote for Phil...  

  1. I am not a career politician but I come from the private sector with 30 years experience in a complex and diverse occupation.   It requires the best management training on an ongoing basis for every facet that much of this elected position will entail.

  2. I have managed the appraisals and adjusting of thousands of claims.   It would be hard for the untrained to see but many of the actual and thought processes in the claims operation is the same processes to oversee the property assessors operations.

  3.  I have handled hundreds of mediations across the state.   It trains one to listen.   I plan to answer every call, my door will be open and I will listen to what the citizens have to say.   They will not have to remind me that they own this office and I am just a steward operating it on their behalf.
