Occupation: Public Accountants Office Manager

Novinger, Ball & Zivi, Public Accountants – Office Manager since 1985

(I work 25 to 30 hours a week in order to have time for my community commitments.)

 

Three Reasons to Vote for Finbarr....

  1. I have been an active and engaged citizen in this community for over thirty years and have served, often as president, in organizations such as:  West Knoxville Sertoma Club, East Tennessee Children’s Hospital , East Tennessee Historical Society, Knoxville Historic Zoning Commission, Westwood Homeowners’ Association , Knox Heritage, Bearden Council ,  Downtown Design Review Board

  2. Some of my most valuable experiences have come from my term as president (1998-2002)of our Westwood Neighborhood Association.   Our work with TDOT resulted in saving homes in our neighborhood and the redesign of the I-40 interchange at Papermill and Northshore.   We lead the charge to keep Home Depot from bringing big-box development to Bearden.  I participated in the development of the Bearden Village Plan, a project of the Metropolitan Planning Commission.  I was also active in the development of the Bearden Council, and organization designed to give voice to the citizens of Bearden.

  3. My work in organizations such as the East Tennessee Children’s Hospital, the Knoxville Historic Zoning Commission, Knox Heritage and the Downtown Design Review Board have taught me the power of collaboration and the value of listening to the concerns of all groups involved in the decision-making process.

     Finbarr's Thoughts On....

    Knox County Schools:

 In order to capitalize on the projected advances in neighboring regions such as Oak Ridge, we must be open to new ideas and make sure we educate our youth to further the development of Knox County.  We must recognize the potential of the amazing resources of this area.  Our Knox County Schools need to look beyond the local level to a world-wide level that can help guide the future of this community.

Property Taxes:

Before the Commission would ever look at raising taxes, it would be critical to review the internal operations of Knox County Government to determine if any processes could be streamlined thereby making additional funds available before turning to the tax payers.

Development:

Development, when done in a comprehensive and collaborative manner, can be of benefit to all concerned.   I am a member of the Bearden Council.  Represented in this council are neighborhoods, merchants, businesses and developers who work together to enhance the life of this community.  Working together these groups give voice to the citizens of Bearden and encourage sensible and sensitive development. 

Environment:

There should be guidelines in place to protect the natural beauty that makes this region of the country one that attracts people from the world over.  The Commission should respect those guidelines, seek the recommendations of professionals in the field of environmental sciences, and always strive to keep the environmental impact of any development at a minimum.
